Senior Citizens Tax Credit 1/20/2026
The West Virginia Tax Division has begun to mail letters to individuals in your county who may be entitled to the Senior Citizens Tax Credit (SCTC). Enclosed for your information is a sample SCTC package and a form suitable for faxing information to the State Tax Department to prove eligibility.
For qualified individuals to receive the credit, they must file either a Personal Income Tax Return with their accompanying SCTC-A letter or their completed form SCTC-A by itself. A Personal Income Tax Return can be filed electronically or via paper and can be found online at https://tax.wv.gov. Starting for Tax Year 2025, individuals who are not required to file a Personal Income Tax Return will be able to file their SCTC-A online through the State’s online portal at https://mytaxes.wvtax.gov. Those who do not receive an SCTC-A form through the mail should call Taxpayer Services for the Tax Division at 304-558-3333 or toll-free at 1-800-982-8297 (not the Property Tax Division) and request a duplicate. More detailed instructions can be found on the second page of the SCTC-A form, online at https://tax.wv.gov, by contacting Taxpayer Services for additional assistance.
If an SCTC-A letter has not been generated, the County Assessor will need to assist the taxpayer by completing and signing the attached form entitled, “Senior Citizens Tax Credit Information.” Please be sure to complete the entire form, including the allowable credit amount. This credit will not be processed if the appraised or assessed value is listed on this line. The form should then be emailed to Taxpayer Services at sctchelp@wv.gov.

Personal Property and Homestead Exemption Filing Requirements – Harrison County Assessor’s Office
All residents and businesses in Harrison County are required by law to file an annual Personal Property Assessment. This assessment covers all taxable personal property owned as of July 1 each year.
Important Filing Deadlines:
- Homestead Exemption Applications
Eligible homeowners must apply between July 1 and December 1 to receive the exemption for the following tax year.
- Individual Personal Property Returns
Must be filed between July 1 and October 1 each year.
- Business Personal Property Returns
Also due between July 1 and September 1 each year.
Assessment Form Mailing:
If you filed a personal property return last year, you will automatically receive a pre-printed assessment form by mail at the start of each filing season.

Purchase Dog tags online 12/31/2024
West Virginia law requires the Assessor to collect license tax for the county and cities on all dogs who are or will be six months of age or older by June 30. You will need to include a check or money order (made payable to Harrison County Assessor, no cash please) with your assessment. We will mail dog tags to you at the address listed on your assessment form. All current tags are void September 1 of the following year. Classification and Unrecorded Land Contracts 7/1/2024
If a taxpayer does not provide our office with a copy of an Unrecorded Land Contract they will not be eligible for the Class II - Owner Occupied status. The burden of proof for classification falls on the property owner. The Harrison County Assessor's office has no record of unrecorded land contracts unless the taxpayer provides this proof. Therefore, we are not in error classifying these properties as Class III or IV.
Our office will no longer exonerate properties that were acquired via an unrecorded land contract that was not provided to our office by the taxpayer. The County Commission can only approve exonerations due to a clerical error. Therefore, exonerations will no longer be submitted for this reason. We will correct classification on only the current and future years at the time that proper documentation is provided by the taxpayer.
